Kushner and Middle East envoy Jason Greenblatt have spent two years on the plan. Palestinians have halted negotiations with the U.S. after Trump moved the U.S. Embassy to Jerusalem and recognized the city as Israel’s capital.

Kushner said Thursday that he has not discussed settlement annexation with Netanyahu.

Kushner told ambassadors last month that plan will not be unveiled until June at the earliest.
